Board of Directors

Dennis Osmer, Chairperson
I first volunteered to serve on the Supervisory Committee in 1999. I was an Associate Board Member for four years. I was appointed to the Board in October of 2006. It is a privilege to be able to contribute to an organization with such a strong track record. Bay Federal Credit Union continues to grow and to offer its members excellent service and security. I am committed to maintaining strong community ties in each service area of Bay Federal so that the institution remains responsive to the needs of members. I work as Executive Director of Central Coast Energy Services, Inc., a nonprofit that helps low income people with their energy bills in Monterey, San Benito and Santa Cruz counties. I'm a Director on the Board of the Pajaro Valley Water Management Agency and have served as the Mayor of the City of Watsonville and Fourth District Commissioner on the Santa Cruz County Planning Commission. I am also on the Board of Directors of the Hellenic Cultural Institute of the Central Coast. My wife Laurie and I live in Watsonville. We have a son and a daughter, Brendan and Dorie.

H. Duane Smith, Vice Chairperson
I graduated from the University of Arizona with a Bachelor's Degree in Civil Engineering and moved back to Southern California where I was born and raised. After working for Los Angeles County and a southern California city, I moved to the Fresno area as City Administrator/City Engineer. In 1974, I became the Scotts Valley City Administrator and in 1978, I went to work for Ifland Engineers in Santa Cruz. Other than a five–year stay in Atlanta, Georgia, I have been employed with Ifland Engineers since 1978. My wife, Sallie, is retired from UCSC. I became a member of Bay Federal Credit Union in 1992, was selected to serve on the Supervisory Committee in 1994, and was appointed to the Board of Directors in 1996. My interest in Bay Federal Credit Union was, in part, motivated by a strong conviction in the credit union philosophy of helping people through a cooperative structure governed by a volunteer Board of Directors. I must say I have been blessed in seeing my conviction manifested at Bay Federal through my fellow volunteers and our excellent staff.

Michael Leung, Treasurer
I graduated from the University of Michigan, Ann Arbor, with a Bachelor's degree in Electrical Engineering and Computer Science (EECS). I then continued my education, obtaining my Master's degree, also in EECS. I have worked for the semiconductor giant Intel, and the small company SEI, designing chips for PC motherboards and consumer electronics. I am also a licensed California real estate salesperson and a mortgage loan officer. In my spare time, I volunteer for various Chinese charities and non-profit organizations. I am very impressed by the culture and philosophy of Bay Federal Credit Union, and as a Board Member, I will endeavor to share that with the community. My commitment to the community and to supporting a local Credit Union will be fulfilled by my contributions to Bay Federal's future successes in developing great loan and deposit products that meet the criteria of people helping people.

Ivonne J. Guzman, Secretary
I was raised in Salinas and graduated from Alisal High School. I graduated from the University of California at Berkeley with a Bachelor's degree in Psychology. I have been in the Human Resources field for over 15 years. My husband and I are raising our three children in Salinas where we both grew up. I became a Bay Federal Credit Union member in 2007. I am proud to serve on a board that truly takes pride in serving our local communities. I believe that, by providing financial education, members can make sound financial decisions that will positively impact their lives. I look forward to increasing awareness in the Salinas Valley about the countless benefits of becoming a Bay Federal Credit Union Member.

Bob Bugalski, Director
I have been a member of Bay Federal Credit Union since 1957, and have served on the Board of Directors since 1986. From 1991 to 1995, I was privileged to serve as Chairman of the Board. At this time, I am Board liaison to the Supervisory Committee. My professional background includes 42 years of teaching, 32 of which were as an instructor and athletic coach at Cabrillo College. My wife and I reside in Aptos. I am motivated to continue to do this volunteer work in order to provide this area with exceptional and ethical financial services. I am an advocate for responsible fiscal management, high quality service, excellent security, sound administration, and the training and development of financial careers in our local community. I thank you for the opportunity to represent you as a Director.

Kathleen Lawler Bodmer, Director
I am an estate planning and business transaction attorney, originally from MA, having graduated from Tufts University with a BS in Clinical Psychology, and then Boston University School of Law, with a Juris Doctor in 1994. In 2000, I moved to California, and after almost four years at a local firm, opened my own law practice in December of 2003. In my business practice, I assist clients regarding entity formation, contract negotiation, and purchase and sale of businesses, while my estate planning practice focuses on helping families plan for today and beyond, giving them control over their lives and assets, including addressing such issues as gifting, business succession planning, and avoiding the probate court. I see serving on the Board of Bay Fed as a chance to learn so much about the financial industry in a hands-on way, as well as a way to give back to our local community. To be able to contribute to our community through working with such a solid institution as Bay Fed is an ideal combination and I look forward to the positive challenges it may bring.

Sheila Joyce Kellerman, Director
I am a Certified Public Accountant with more than twenty years of experience in business finance, accounting, and taxation. I earned my M.S. degree in Taxation and a B.A. degree in Accounting from San Jose State University, and I am an active member of the California Society of Certified Public Accountants. After starting my career with KPMG Peat Marwick, I established my own business, S.J. Kellerman & Associates, in 1988. My firm provides business finance, accounting, and taxation consulting to rapidly-developing businesses and the high-tech industry. Bay Federal's reputation is second to none, and I have deep respect for the Credit Union's dedication to community service. I am delighted to volunteer with an organization that does so much in the community and for its members.

Jessica Dixon, Associate Director
I was born and raised in Santa Cruz and graduated from Harbor High School. I earned my B.A. in Business Administration with an emphasis in Accounting from San Jose State University, while working part time at Dominican Hospital, as an account clerk. I've continued to work at Dominican Hospital for 13 years; because, I admire the work they do and their commitment to serving our community. I opened up my very first savings account with Bay Federal Credit Union when I was just a kid and now have the opportunity to volunteer with Bay Federal, another company who has serving our community at its heart.

Jim Phillips, Associate Director

Jim Phillips has worked in higher education for over twelve years and currently serves as Director of Learning Technologies at UC Santa Cruz. His department is responsible for providing service and support to advance instruction opportunities through technology by way of UCSC's web-based learning systems, distance education, classrooms, and computer labs.

Jim received a Ph.D. from Duke University in Romance Studies (1997), a M.Ed. in Instructional Technology from Kent State University (2001), a Masters and a B.A. in French, as well as a B.S. in Business from San Diego State University. In addition to technology, his interests also include real estate and financial investing. Working with his three brothers, he helps oversee a family property management business in San Diego.

"My family and I joined Bay Federal as soon as we moved to the area because of our longstanding ties with credit unions," said Phillips. "Bay Federal's values and community involvement make it a good place to be on all fronts."


Danny Keith, Associate Director

Danny Keith is the Chief Development and Technology Officer for Second Harvest Food Bank Santa Cruz County, as well as a local business owner, consultant, writer, radio personality, and philanthropist. His accomplishments include the establishment of several successful business ventures, sports writing/blogging, a 4-plus year radio stint on KDON FM, co-development of an e-commerce platform, a video game, an iTunes App, and the founding of Grind Out Hunger, a hunger-awareness campaign created through partnership with the Second Harvest Food Bank.

"I am excited to be a member of the Bay Federal Credit Union Board of Directors. I feel that Bay Federal is really the people's bank, and I hope my involvement on the Board allows us to further engage the community and encourage their understanding of the Credit Union and all we do to support Santa Cruz County."


Larry Hebert, Associate Director

Larry Hebert is Regional Director and Senior Class Advisor for Pepperdine University's Graziadio School of Business and Management, as well as a principal in Hebert & Associates, a management consulting firm specializing in strategic planning, marketing, finance, raising start-up capital and CEO coaching. Mr. Hebert was the founder and owner of Body & Sole, a chain of athletic retail stores, and was principal and manager of Small Business Consultants, providing strategic planning and other consulting support for retail and wholesale businesses. He was the region and national sales manager for Reebok International, and was co-founder, president and CEO of Sportech, Inc., a manufacturer and distributor of Quikstats sports PDAs. He is a member of the Board of Directors for Auto-Graphics, a publicly held software company headquartered in Pomona, CA, and has served on other boards of directors for both profit and not-for-profit organizations.
