Jim Phillips, Chairperson

Jim PhillipsI have worked in higher education for over twenty years and currently serve as Director of Learning Technologies at UC Santa Cruz. This department is responsible for providing service and support to advance instruction opportunities through technology by way of UCSC's web-based learning systems, distance education, classrooms, and computer labs.

I received a Ph.D. from Duke University in Romance Studies (1997), a M.Ed. in Instructional Technology from Kent State University (2001), a Masters and a B.A. in French, as well as a B.S. in Business from San Diego State University. In addition to technology, my interests also include real estate and financial investing. Working with my three brothers, I help oversee a family property management business in San Diego.

My family and I joined Bay Federal as soon as we moved to the area because of our longstanding ties with credit unions. Bay Federal's values and community involvement make it a good place to be on all fronts.

Taylor Bateman, Vice Chairperson

Taylor BatemanI am a Principle Planner with the City of Scotts Valley where I have worked in planning since 2001. I have a B.A. in History from the University of California, Santa Cruz and expect to receive my Master of Public Administration from San Jose State in the spring of 2015. I have served on the Board of Directors for the Santa Cruz County Employees Credit Union since 2011 and look forward to continuing this work with Bay Federal Credit Union. While serving on the Board of Bay Federal, I want to continue the long tradition of bettering the financial lives of the membership. I have utilized the financial services of member-owned institutions for most of my adult life and have seen firsthand the difference that credit unions can make. I am a strong supporter of the Bay Federal philosophy of "people helping people" and the exceptional service and financial products that this creates.

Jessica Dixon, Treasurer

Jessica DixonI was born and raised in Santa Cruz and graduated from Harbor High School. I earned my B.A. in Business Administration with an emphasis in Accounting from San Jose State University, while working part time at Dominican Hospital, as an account clerk. After continuing to work at Dominican Hospital for 14 years, I have moved into an accounting position with Human Services with the County of Santa Cruz. I opened up my very first savings account with Bay Federal Credit Union when I was just a kid and now have the opportunity to volunteer with Bay Federal, another company who has serving our community at its heart.

Kathleen Lawler Bodmer, Secretary

Kathleen Lawler BodmerI am an estate planning and business transaction attorney, originally from MA, having graduated from Tufts University with a BS in Clinical Psychology, and then Boston University School of Law, with a Juris Doctor in 1994. In 2000, I moved to California, and after almost four years at a local firm, opened my own law practice in December of 2003. In my business practice, I assist clients regarding entity formation, contract negotiation, and purchase and sale of businesses, while my estate planning practice focuses on helping families plan for today and beyond, giving them control over their lives and assets, including addressing such issues as gifting, business succession planning, and avoiding the probate court. I see serving on the Board of Bay Fed as a chance to learn so much about the financial industry in a hands-on way, as well as a way to give back to our local community. To be able to contribute to our community through working with such a solid institution as Bay Fed is an ideal combination and I look forward to the positive challenges it may bring.

Jordan Ciliberto, Director

Jordan CilibertoI am an attorney in Santa Cruz practicing in estate planning, real property, and fine art. I was born and raised in Santa Cruz County and attended Cabrillo College, UC San Diego, and Santa Clara University School of Law, where I was an Emery Merit Scholar and served as a Policy Fellow with the Panetta Institute for Public Policy in Monterey, California. My law practice is driven by a passion for helping clients navigate complex legal issues and taking a pragmatic and results-driven approach to legal practice. I have been a member of Bay Federal since the late 1980s, when my parents opened a small savings account to help teach me about financial management. I come to the Board inspired by Bay Federal’s focus on serving and investing in our local community, and I look forward to continuing to advance the Credit Union’s mission of “making a real difference.”

Piret Harmon, Director

Piret HarmonI moved to California in 1993 after being born and raised in Estonia. I have an undergraduate degree in Civil Engineering and an MBA, and I have filled diverse positions in both private and public industries. I have been the General Manager of Scotts Valley Water District since July of 2013 after working at the Santa Cruz Water Department for eight years. My current responsibilities include overseeing strategic planning and daily operations of a nimble and forward-looking water agency in a community that values livability, collaboration, and innovation.

I serve on the Boards of California Utilities Executive Management Association, Regional Water Management Foundation, and Scotts Valley Chamber of Commerce, in addition to Bay Federal Credit Union. Time is a very valuable resource for me and therefore I am focused on achieving objectives using straightforwardness, efficiency, and good judgment. I love to travel, learn, connect with interesting people, and collect new experiences. I am driven and always looking for ways to turn challenges into opportunities.

Sheila Joyce Kellerman, Director

Sheila Joyce Kellerman

I am a Certified Public Accountant with more than 25 years of experience in business finance, accounting, and taxation. I earned my M.S. degree in Taxation and a B.A. degree in Accounting from San Jose State University, and I am a member of the California Society of Certified Public Accountants. I was drawn to take a volunteer role with Bay Federal due to the Credit Union's unwavering commitment not only to its members but to the entire community. Bringing knowledge and experience from advising others as well as operating my own business, S.J. Kellerman & Associates, I feel I can actively contribute to the goals of the Credit Union. As a member-owned not-for-profit, Bay Federal is in the business of reinvesting in its people and the community through superior member service, excellent employee benefits, and a large network of community support and financial education. I am honored to do my part on the board to continue to support and uphold those values.

Michael Leung, Director

Michael LeungI graduated from the University of Michigan, Ann Arbor, with a Bachelor's degree in Electrical Engineering and Computer Science (EECS). I then continued my education, obtaining my Master's degree, also in EECS. I have worked for the semiconductor giant Intel, and the small company SEI, designing chips for PC motherboards and consumer electronics. In my spare time, I volunteer for various Chinese charities and non-profit organizations. I am very impressed by the culture and philosophy of Bay Federal Credit Union, and as a Board Member, I will endeavor to share that with the community. My commitment to the community and to supporting a local Credit Union will be fulfilled by my contributions to Bay Federal's future successes in developing great loan and deposit products that meet the criteria of people helping people.

Dennis Osmer, Director

Dennis OsmerI first volunteered to serve on the Supervisory Committee in 1999. I was an Associate Board Member for four years. I was appointed to the Board in October of 2006. It is a privilege to be able to contribute to an organization with such a strong track record. Bay Federal Credit Union continues to grow and to offer its members excellent service and security. I am committed to maintaining strong community ties in each service area of Bay Federal so that the institution remains responsive to the needs of members. I work as Executive Director of Central Coast Energy Services, Inc., a nonprofit that helps low income people with their energy bills in Monterey, San Benito and Santa Cruz counties. I'm a Director on the Board of the Pajaro Valley Water Management Agency and have served as the Mayor of the City of Watsonville and Fourth District Commissioner on the Santa Cruz County Planning Commission. I am also on the Board of Directors of the Hellenic Cultural Institute of the Central Coast. My wife Laurie and I live in Watsonville. We have a son and a daughter, Brendan and Dorie.

David Scher, Associate Director

David ScherAs a full-time investor in small companies since 2002, I have an incredibly deep interest in the way businesses are managed. Over my professional career, I have thoroughly enjoyed the time I have spent talking with management teams and board members about the direction of their companies, strategic initiatives, responsibility to shareholders, and the imperative to remain disciplined while still acting with integrity.

I have a strong desire to serve a local organization in a way that teaches financial responsibility and literacy. Bay Federal Credit Union is a wonderful institution that truly helps the community and maintains the highest standards. I am privileged with the opportunity to serve its membership.

Tami Corum, Associate Director

Tami CorumI joined Bay Federal Credit Union in 1986 and have watched this institution grow, engage, and serve my community superbly throughout the years. I hold a Master‘s Degree in Business Administration from California State University at Monterey Bay and a Bachelor’s Degree in Accounting from San Jose State University. Primarily working in manufacturing, beverage distribution and public works construction, I have acquired over 20 years of private Finance and Accounting experience with multinational reach. Currently, I am the Director of Finance for S. Martinelli & Company, a local producer of award-winning apple juice since 1868.

Throughout my career, my passion for economic empowerment drew me to serve on the Credit Union’s Supervisory Committee and to help realize its mission of “making a real difference.” Member-owned Bay Federal Credit Union takes a personal approach to its service delivery while providing economic education and opportunity to individuals in our community. Having previously served as a volunteer on the Supervisory Committee, with one year as its Committee Chair, I have provided financial oversight in partnership with independent auditors and acted as a liaison between the membership and the Credit Union’s management. I am grateful for the opportunity to serve my fellow Bay Federal Credit Union members by volunteering my experience and enthusiasm for driving meaningful economic advancement in our community.

Bob Bugalski, Director Emeritus 

Bob Bugalski

I have been a member of Bay Federal Credit Union since 1957, and have served on the Board of Directors since 1986. From 1991 to 1995, I was privileged to serve as Chairman of the Board, and also spent several years as Board liaison to the Supervisory Committee. My professional background includes 42 years of teaching, 32 of which were as an instructor and athletic coach at Cabrillo College. My wife and I reside in Aptos. I am motivated to continue to do this volunteer work in order to provide this area with exceptional and ethical financial services. I am an advocate for responsible fiscal management, high quality service, excellent security, sound administration, and the training and development of financial careers in our local community. I thank you for the opportunity to represent our members as Director Emeritus.

H. Duane Smith, Director Emeritus 

H. Duane SmithI graduated from the University of Arizona with a Bachelor's Degree in Civil Engineering and moved back to Southern California where I was born and raised. After working for Los Angeles County and a southern California city, I moved to the Fresno area as City Administrator/City Engineer. In 1974, I became the Scotts Valley City Administrator and in 1978, I went to work for lfland Engineers in Santa Cruz. Other than a five-year stay in Atlanta, Georgia, I have been employed with lfland Engineers since 1978. My wife. Sallie, is retired from UCSC. I became a member of Bay Federal Credit Union in 1992, was selected to serve on the Supervisory Committee in 1994, and was appointed to the Board of Directors in 1996. My interest in Bay Federal Credit Union was, in part, motivated by a strong conviction in the credit union philosophy of helping people through a cooperative structure governed by a volunteer Board of Directors. I must say I have been blessed in seeing my conviction manifested at Bay Federal through my fellow volunteers and our excellent staff.
