Piret Harmon
Chairperson
Piret Harmon moved to California in 1993 after being born and raised in Estonia. She holds a bachelor’s degree in civil engineering and a master’s degree in business administration, and has built a career spanning both the public and private sectors, with a focus on public utilities, water resources, and organizational governance.
In July 2025, Piret was appointed Executive Director of the Sacramento Central Groundwater Authority. In this role, she leads regional groundwater coordination efforts while continuing to support the Salinas Valley Basin Groundwater Sustainability Agency, where she has served as General Manager since March 2023. Across both organizations, her work centers on long-term groundwater sustainability, collaborative governance, and practical implementation of state policy.
Prior to these roles, Piret spent nearly 20 years working for two public water systems in Santa Cruz County, developing extensive experience in utility operations, public agency management, and stakeholder engagement.
Bay Federal Credit Union has been Piret’s primary financial institution since her arrival in California. She has served on the Credit Union’s Board of Directors for more than a decade and currently serves as Chairperson. Piret values Bay Federal’s strong member focus and collaborative leadership, and is committed to helping guide the credit union as it continues to evolve and serve its communities.
